It has often been argued by the academicians and development practitioners that benefits of these services are not reaching to the marginalized communities especially to Muslims, dalits and tribals.
Further to this, a comparison of the performances of different states within India suggest that the north and eastern states are doing worst when it comes to delivering of services to the marginalized groups. Lack of strong civil society among marginalized communities like; Muslims, dalits and tribals along with poor accountability mechanisms at the grass-root levels have contributed significantly in non-delivery of services to these communities. Identity based discrimination can also be the cause of under service to the marginalized communities.
